You have to buy it. If you already did, you need to get past tutorial mode I think. I don’t have it yet, but I heard that most features are tutorial mode locked.

tutorial mode is i believe until you unlock kk?

I believe you have to get at least 3* for your island and see the KK Slider concert before you can do anything with HHP.

You must have 1) resident services, 2) own house and 3) finished diy workshop. If you have all 3, the next day you'll get Nook's phonecall to start the HHP sequence
