After you've spent 70k Bells at T.I.Y. Gracie will start popping up on random days of the week. You need to pass four of her fashion checks for her to decide to set up shop in your town.

Yeah, you need to pass four fashion checks and she comes randomly. You also need a wide variety of clothing to pass the fashion checks as well. Here's a website with a guide for it haha.
