When do you unlock terraforming?

I just started playing NH on May 12th. I placed all the houses horrifically and want to get rid of parts of the cliffs so I can have them in a row up on the clifftops. Obviously, I can't do this, because I can't terraform

You need to achieve 3 star island rating, which will lead to K.K. performing on your island, and then you unlock terraforming right after the K.K. concert.

Note that even after the KK concert and having access to terraform, you will still need some nook miles to buy it (one time) from the kiosk. Make sure to have enough nook miles saved up. They are sold individually so it helps if you're starved for miles.

You have to follow Nook's questline, which goes from housing to camping to 3 stars to K.K. iirc.

Do I need to follow Isabelle's "hints"?

Isabelle told me that I need more flowers in my island.

Is there any way around this?
