When do you start seeing villagers again on the mystery island?

I haven’t seen one in a while. I have 5 villagers, just got campsite and just invited someone from campsite. Will I start seeing them again soon?

I believe you have to have an empty plot set up in your town. You can talk to tom nook about it and ask about "selling land"!
