When do villagers start to move out? Help!

I have a second copy and NO ONE has asked to move out. I've time traveled years and years, and no one has moved. Do I need a town development permit in order for villagers to start moving out? Someone please help me out, this is starting to get annoying.

How many villagers do you have? I'm pretty sure they won't start asking until you have at least 9.

Do you ever play online with your second copy? That could help your chances because animals will sometimes move to your friends town.

If you have 10, they ask every 3-4 days. If you have 9 it's a little less. If I remember right, I got it about once a week on average. I don't know why no one's moving for you.

Yeah but I mean no one has evens Pinged me for anything else..

from what i noticed on my second town, villagers only ping once you have your permit at 100%. sucks getting it every time i reset but it has to be done i guess.

To those of you who have a second copy, did you get your town development permit before you started TT'ing villagers out?
