When can smug villagers move in?

I'm going to cycle, but first my girlfriend wants marshal. We keep going to the 9 villager then resetting because we know they can't move in till after you start the town. How can I get smug villagers though because I've been doing this a long time without any luck? Thank you!

They cannot be a part of your first five.. But they can move in straight away after you've started

Just keep trying. Despite having 0 Lazies or Snooties, they don't show up more commonly from what I've noticed in my campsite the game just likes to be mean to you.

Go on a new character, look for a plot, if you don't like the plot, don't save it and reset. Do it until you find Marshal's plot. Once you do, save with Isabelle and bam - you got Marshal.

Eh...It seems totally random. I've had tons of smugs drift through my campsite and only a tiny handful of lazies.

Yeah, I got barely any Snooties and I don't have one, either. I'm not sure if I even got ONE while I was trying, and if I did it was one that I didn't like at all XD
