A void is where your old villagers go when they move out and aren't given to anyone.
When people visit your town, they can pick up those villagers if you don't have a clean void

What if the person has 9 villagers moved in and one in boxes?
Someone wanted to visit to clear their void but I wasn't sure if that counted

It doesn't count if a villager is in boxes unfortunately. Also, when you're visiting another town with a villager in boxes you can get a voided villager. Even if you have 9 other residents
I'm just gonna jump in and voice another opinion - I don't believe that it's possible to "clear" your void. I think, it does work most of the time perhaps. But in a small minority of cases, I've seen people post that they got someone's voided villager like a month afterwards, once their town had room. I've also had situations where I thought the void was clear only to get an unexpected move in. So it's one of those things where you try your best to clear the void, etc. but you shouldn't be shocked if you fall into the small minority for whom it doesn't work.
