That's not what it means. When a game has a blue circle on it, it usually means that there's an update available, new DLC etc. It's usually just an update available (you'll be able to check specifically what it means by simply OPENING YOUR NOTIFICATION BOX...)
I know there are a lot of questions being asked on the forums but this really is unnecessary. These sort of things would be answered in the user manual or on the Nintendo FAQs.

If you can't answer a question nicely to someone who is respectively new to the forums, then don't post.
I think you need to reevaluate what you've just written. You can throw around the word "troll" as much as you like, it has to definitive meaning. For instance, you're the troll. It's not lack of knowledge about a game, it's ignorance to ask such stupid questions on a fan-base forum and not on a forum which is specifically dedicated to helping "trolls" like you.Jarrad, I did just buy my Animal Crossing 3ds and I did check the manual. It was not in there. I joined this forum because I thought it was free of short-tempered trolls such as yourself. I don't ask such questions unless I've been unable to find out the answer myself. It's not spam, it's a request for assistance, learn to tell the difference.

I also don't get notifications, just the blue circle. There's absolutely nothing to tell me what the blue circle is about.
