What new ordinances would you like to see?

As the title says, what new ordinances would you like to see in the next Animal Crossing game? I would personally like to see an 'Earth-Friendly' Ordinance. Its features would be:
-An extra fossil is buried each day.
-Gyroids have a chance to spawn even if it didn't rain the previous day.
-Pitfalls are occasionally replaced with the tricky pitfall seed.
-Grass deterioration takes longer, and grass grows back faster.

What's your dream ordinance? Remember to keep to a common theme!
 
Waystation:
Villagers move in/out faster. OR Max villagers is 8/9. [never get a 10th]
Campers appear more frequently. OR You can build 2 campgrounds
Bonus HHA points for hotel/convenience items. (gas station bits/shop interiors)

Cosy Village:
Villagers move in/out slower. OR Max villagers is 11/12
Campers appear more frequently OR Stay for 2-3 days.
Bonus HHA points for homely items (ie. Plants/pictures)
 
BellShare:

10% of all bells earned by the shopping district shop owners goes to the mayor.
Villagers have to donate at least 5,000 bells once every time a publics works project is being funded.
Anyone who visits your town from online or starts to live in your town has to pay 1,000 bells to the mayor to enter.

NameControl:

The ability to change the town name at any time without having to change anything else about it.
The ability to change the name of the island to something other than tortimer island.
The ability to change your character's name at any time.

Excellent Economy:

• Public Work Projects (PWP) cost less.
• PWP's become available quicker.
• All construction finishes a day sooner.
• A 25% chance for items to be restocked on the same day after purchase.
• Items ordered via catalog are delivered quicker.
• Villagers request to trade more often.
• Balloons flying overhead are more frequent.
 
Taxing of some sort and something with housing placement
10,000 bells a month if they choose their housing
Or they don't have to pay the tax if they let me choose their house
 
Friendships Galore:

-Villagers ask for more favors, give more stuff, and request more public works projects
-You get to make one best friend in the village who would do things with you.
-Animals help you during Bug-Offs and Fishing Tourneys


Karma Time:
-When your kinder to the villagers, better things will happen, like no bees, better fish and insects, and more money donated to PWP
-When your ruder to the villagers, worse things will happen, like more bees, repetitive fish and insects, and less money donated to PWP

Freedom Fighter:
-You get to decide where villagers move in
-You can set specific times when shops open and close, not past the Night Owl and Early Bird ordinances however.
-You can have multiple PWP going on at one time.
 
Actually, if you build a friend relationship with a villager long enough, then they will give you a picture making them your best friend.
 
-Grass deterioration takes longer, and grass grows back faster.

Honestly this should have been a part of Beautiful Town, especially since grass wear is one of the major contributors of making your town look hideous beyond belief.
 
The town that never sleeps

-Shops are opened 24 hours
-Villagers still sleep but depending on personality sleep during different times of the day
 
Fashion fiesta:
Gracie gracie visits more often.
Clothes in the ables shop changes every 6 hours instead of daily.
Accessories and clothes cost less.
Villagers are more likely to wear patterns you display
More likely to be asked to receive/give clothes/accessory items.
 
Night Owl Split Personality Ordinance for all Residents: 30% chance a villager can be convinced to move.

I just thought of new one. It's called "Musical Town Ordinance".
-The Nooklings sell at least one album you don't already have. (once they start selling albums in T.I.Y)
-Your town tune can have flats and sharps in it.
-You can opt to replace the hourly music with the GC tunes at the town hall.
-Villagers frequent club LOL, and may occasionally sell or trade albums. (Albums traded to them will replace their initial stereo music)
