I think a good service is having people use your shops. (Shampoodle, Gracie, etc)
That'd be great for people who restarted or are new to animal crossing.

Visiting a whole lot of times, like on an in-and-out basis, helps generate badges from Phineas. The Train Station upgrade has been mentioned. The rest have to do with gardening. I, for one, have performed underwhelmingly with hybrids. And even though some flowers are well-arranged, there are others which need more thought-out arranging.
