What does it mean to "bump"?

I see this on a lot of villager on sale threads? What does it mean?

It means that you are "bumping" the thread up, so that the thread gets moved up. That way the thread gets viewed more and gets put on the first page of New Posts. More people see it that way.

Pretty much. You can only bump every 4 hours in the villager threads.

It means to move up a thread so other people can see it, incase it hasn't already been seen. I don't think it's allowed to bump up old threads, but that's what i've heard. It might not be true though.
