What are the limitations with adopting amiibo characters?

So recently I tried to ?adopt? an amiibo character by visiting someone?s town to adopt them, and it didn?t work. I was trying to get Wolf Link, and there was no options to let him move into my town. He just would not ask me, even after three different tries!
I checked several times to make sure there were none of the possible barriers- I had 9 villagers, no plots were in my town, I had spots open for the villager to move into, and I had not asked anyone else to move in. But it seemed like it was a limitation with the special amiibo characters only - I gave up and adopted a regular character (not a special one, like the LOZ characters) and it worked on the first try.
So can I ask you all if you know what the certain limitations are for me to adopting these characters? For some context, I have not ever gotten an amiibo card or character myself or ever used wisp. However, I have found him and his magic lamp and they are in my storage. I don?t know if there?s anything I need to activate with him in order to let certain characters in, but I was really hoping to get some of them in my town because they are my dreamies!
I also have not really found any explanations online for why I could not get these certain characters, especially since I?ve adopted plenty of other characters from shops on here, and they were scanned in by amiibos.

I think it's not possible to get special characters from another town.

I've never tried myself but I think I saw that info somewhere while trying to figure out how to get Chai in my town. I had the card for Chai but was using a character who wasn't the mayor so it wasn't working for that reason.

To my knowledge, you cannot adopt the Sanrio villagers or any of the special characters that require an Amiibo rather than the cards from another town. That includes Felyne, any of the Legend of Zelda characters, or any of the Splatoon characters.

You can adopt any of the basic villagers that can move into your town naturally or any of the Welcome Amiibo RV villagers, but they have to be in a house and in boxes, not in their RV.

Unfortunately special characters like the The Legend of Zelda, and Sanrio characters cannot be adopted from another town. In order to adopt them or move them in, you have to have their Amiibo and scan them in to get them. I wish you could adopt them from another town, because then I would love to get Chai or one of the other Sanrio characters, but unfortunately you just can't. :/
