What are the conditions for villagers to rewear hats and accessories?

I gave Fang a pilot cap over a month ago. He wore it once and then placed not one but two of them on his floor. Now it's in his wardrobe and second one is gone and he now wears it every couple of days. All of the other villagers still have their accessories on their floors. I don't know what changed with Fang. I'd say their friendship level with me are pretty much the same aside for Molly and Cherry who both moved in last week. I haven't given them any accessories anyway.

I think there's a better chance of them wearing it if it is in their preferred style. I gave Flora a giant pink ribbon and she's worn it often. I gave Lolly a small straw hat which she wore that day then left on the floor.
