What am I doing wrong?

So I'm trying to get a perfect town. My PWPs are

Modern Bench
Metal Bench
Park Clock x 2
Street lamp x 3
Well
Fountain
Reset Center
Cube
Stonehenge
Caf?
Campsite

I have enough trees and a TON of flowers.
I keep getting told I need more PWPs, but I'm running out of space...

I only have 10 PWPs, I have the beautiful ordinance, and I have a perfect town. I haven't planted any flowers - my villagers covered my town in flowers by themselves. The last I heard, Isabelle said I didn't have enough plants, but now it's perfect, and I didn't do anything.

I have:

Fairy tale bench
Fairy tale clock
Normal clock
One extra bridge
Cafe
Wind turbine
Police station
Flowerbed
Picnic blanket
Campsite

Howmuch villagers do you have? Because that also has to do with it.

Apparently different PWPs affect your town negatively or positively, and the wind turbine and flowerbed are super positive or something, so build those!. I've read somewhere that different PWPs either affect "abundant nature" or "abundant living", although I have never been able to find a concrete list of what is under each category I'm in the same boat as you actually with not getting a perfect town despite having pwps, flowers, trees etc. so it might just be the types you're building? idk it's so stupid honestly.. I'm not in a rush to get the perfect town status tho.

I have 10 villagers so that's not an issue.

I have only good PWPs, I've just gotten the flower bed so we'll see how things go ;n;

It can be an absolute pain. I JUST recently got perfect town in my main town. Isabelle kept saying I needed more PWPs, so I threw down fairytale benches, lamps, a pyramid, Stonehenge and a few others.

THEN she started saying how I needed more greenery. Every last inch of my town is covered in flowers, with shrubs and apple trees lining paths. But I added a small handful of cedars to try to appease her.

All of a sudden, BOOM. Perfect town. So I started demolishing all of the PWPs I added and guess what? I STILL had perfect town.

So even if she tells you that you need more PWPs, it isn't necessarily true.

If you have all or mostly fruit trees, or mostly cedar trees, try planting whichever you don't have an abundance of.

The perfect town mechanic is broken AF...just keep trying. You will get it.

When I was aiming for perfect town status, I visited Isabelle every day to get hints on what I could do. I believe I added about 15 PWP's. I also added a variety of flowers and trees. And I made sure no non-natural items were left lying around town. Finally, I reached perfect town status.
