When I visit a dream town, I see Wendell often. But there also times when I don't see him.

Is that because there are no custom designs you can copy from?

That might be it. Does it happen in plain, undeveloped towns?

When you create a dream address, Luna asks if you want to share your own made patterns. If you say yes, Wendell shows up in dreams. If you say no, then he doesn't.

Wendell only appears if the owner of the town has allowed patterns to be shared.

As above he only shows up if the person allows their designs to be shared. I don't share my designs as I've made some for others that they'd like kept exclusive to them so he won't be in my main town.
