WARNING: I don't know exactly how it works but if the Welcome Amiibo villagers haven't been released officially in your country then you probably won't be able to adopt them
eg. I couldn't adopt Chai because the Sanrio villagers haven't been released in Australia yet.

I believe you can adopt villagers that are not Fromm your region~! But not the special ones like the Sanrio ones or the Zelda ones ~
