Ways to Encourage PWP Suggestions

I have been having trouble getting villagers to suggest public work projects.
On that note, does anyone know ways to sort of "force" the occurrence?
Does building more encourage them to suggest more?
Does being friendlier to certain villagers change who will refer a project?

sorry but from what I read it's all random. Even tho camofrog. (someone I'm best friends with) suggests projects more often, I think its just luck based.
