Way to get past the 16 villager catch?

So I found this and was wondering if it... Ya know... Actually works!
Basically it states you can pick up a villager you already had in your town even if you didn't cycle 16 villagers- you just need a new character created after they moved.
Has anyone tried it? Does it actually work?
EDIT: I checked and a TON of people said this doesn't work, bummer :c

I've never tried it, and I don't believe it works. Those villagers are still walking around up on Main Street, and they are just not coming back yet. It's the worst feature of the game for me

For me too, esp since sometimes they don't even ping you! I lost every one of my crankys that way ;n;

No, I don't think it would work. As once you adopt or someone leaves, it counts for the whole town.
