villagers not moving in when plot resetting

im trying to plot reset and haven't gotten a villager to move in/set a plot when i log on with a new player 2 weeks after my last villager moved out.
i got chops to move out and went from 9 to 8 total villagers, so i should definitely be at the threshold for someone else to move in. i already laid tiles down to block where i don't want the new villager to move, but i definitely left enough space for their house (4 tiles vertically, 3 tiles horizontally, room for pwps/ponds/rivers/cliffs).

is there something im doing wrong or something that's changed with the welcome amiibo update that could be why no villager wants to move in?
i know before the update, i used to TT 3-5 days to get a move in, and now the recommendation is 10 days, along with the change in where villagers refuse to move, so im wondering if there's something else im missing here.
the only thing i can think of which i'll try next is specifically talking to chops before he moves, then TTing in game time to the day after to confirm the empty plot where he moved out from.

any help is appreciated ^^;

So if I've read your post correctly,Chops and his house are still in your town and you TT'd ahead with a new save file to see if you got a new villager plot?If that's the case,Chops and his house need to be completely gone from your town before you'll get a new villager to plot.

You're welcome.It happened to me before when I used to have a cycling town.I TT'd way ahead and no new villager plots appeared and then I realized that my moved-out villager's house was still in town.
