Ok, so, I have a villager in town. She's a sheep, so I don't know if she won't wear something because it's not a scarf or what, but she wears nothing I send her. Her style is ornate, and I've given her ornate. Does anyone have any tips on how to get her to change? I'd really like to see her in something new. And yes, I've already requested her to change clothes at town hall.

i'm pretty sure their outfit will always be shown only on her scarf! for example, if you send her a purple tie-dye, its pattern will show up on the sheep's scarf.

Send it before 5 pm. Save and quit. TT or just wait. Then once 5 pm passes, load your game. Walk around and check the villager. If she doesn't change her clothing (scarf), exit the game via home menu then go back, load the game to check again. Don't save until she finally wear it.

I had no idea we could send our villagers clothes to wear! 5 of mine are currently wearing the same outfit.... Clyde keeps giving it to people :(

You have to be in game before 5 pm, otherwise you don't get any more chances (just like when a new villager plots, when you load up the game with an existing character, you can't plot reset). Someone made a nice detailed step by step guide: http://www.belltreeforums.com/showthread.php?352669-Changing-a-villager-s-clothes

Yup. You'll be forced to be in-game/load the game before 5 pm even if you haven't loaded the existing character yet for the day since you have to send the clothes first. Normally, I send it between 4:00-4:30 pm. Save and quit then wait or TT to 5:01 pm or whatever the current time is if I'm playing in the evening. It works for me. Thank you for the link :)

WoW 3 of my villagers keep wearing that white blue bar tee ( the one with two bars). I feel like they are fashion flash mobing me or something.
