Villager Sleep Schedules - Broken!?

I was curious on when my villagers wake up, and found this ~
Cranky/grumpy: sleep-4:00am wake up-10:00am
Jock: Sleep-12:00am wake up-7:00am
Normal: sleep-12:00am wake up-6:00am
Lazy: sleep-11:00pm wake up- 9:00am
Peppy: sleep- 2:30am wake up- 7:00am
Smug: sleep-1:30am wake up-8:30am
Snooty: sleep- 3:30am wake up-9:00am
Uchi: sleep- 3:00am wake up- 11:00am
(Some are bold/italics for a reason)

It's already 8:35am in my town, but Ruby (the Peppy Rabbit) is still sleeping O .o
But, Marshal (the Smug Squirrel) woke up right at 8:30 as stated above.
I'm curious if the list is just a "When they usualllyyyy get up" kinda of thing, but sometimes sleep in late..?
Or maybe since Ruby was sick, she wakes up later?

Have any of you guys wondered that or have had problems with them waking up on time?​

I'm pretty sure that peppy sleep schedule is from City Folk.
In New Leaf, peppies wake up at 9am and go to sleep at 1am.

Oh, maybe they forgot to change that one.
They had schedules for the other games too, and I noticed that some were pretty different.

I know that when special events are going on, sometimes all of the villagers will be awake early.

This is me. I rarely play early enough for them to still be sleeping. Perhaps they stayed up too late the night before and need to catch up on sleep?
