Villager Moving Question

So I recently had Buck move out (THANK YOU missbunnehful for giving him a dream home). He was in boxes when missbunnehful talked to him and convinced him to move to her town. Now, after she left, I checked Buck's house a lil while later and noticed that when I clicked on his door, it said, "Moved out. Buck"

This brings me to my question: I've gotten surprise villagers move in (Violet and Scoot) from other people and haven't talked to them while they were in boxes. So, when no visitors don't talk to the them, they can end up in multiple towns? When a visitor talks to them, do they end up in only one town?

Yes, if they have been claimed, that's it, they go to them and no-one else

Edit: In fact, I've never heard of someone going into a Wi-Fi pool, and then going to multiple people

When they are invited to a town, they go to that town only. When no-one invites them to move, they move on their own to a random town you wifi with or streetpass (or they just disappear into the void forever).
