Villager Just Won't Leave!!

One of my flatmates has had Nibbles in their town for months, and she has literally never asked to leave.
We've tried ignoring her - we also tried hitting her with a net/pitfalling her, none of which worked.
We've also tried befriending her, but nothing seems to be working.
One of our friends has Camofrog in boxes, and promised him to my flatmate, but despite trying on and off all day, we still haven't been able to get Nibbles to move, it always seems to be between the same 4 villagers.
Is there any way we can get Nibbles to leave? They currently have 10 villagers in their town - 4 cranky, 2 lazy, an uchi, a snooty, a peppy and a jock.

Never talk to Nibbles for around a week
Cherry moved in my town & I didn't talk to her for a week then she started to take in considerate moving

hm, that's weird. usually its the villager that you ignore most or talk to most that are more likely to move out..

Hmm. It might just be bad luck then. Happens to all of us - I've had to deal with it from Beardo, Simon, and Rocket (twice - bloody StreetPass). The guide Maruchan just posted is a really good one, and it's the one I used to get residents out as fast as possible, so give it a look.
