So, in my second town, I'm trying to go with a specific theme, and I'd like the theme to extend to the villager houses (interior, since I can't do a thing about the exterior). I know that villagers will replace furniture with stuff they buy in Re-Tail, but is there a way to get them to get rid of something they seem to refuse to replace?
Also, is there any way to get them to change their wallpaper or flooring?
Oh, and if I happen to like any of it, is there any way for me to get their items (short of praying they sell the furniture at Re-Tail, or sell it to me when I visit their house; not that such a thing applies to wallpaper or flooring)?
I believe if you have open slots in your Re-Tail, your villagers will sell those items that they won't get rid of, there. That's how I got Chadder to get rid of his Shower Stall.
No, there is sadly no way to change the wallpaper/flooring of a villager.
This is my FAVORITE post on how to get your villagers to swap their furniture. You can check out her DAs to see her results.

If you want to be very specific about their new layout, I've found the best way is to send mail with a new item immediately after taking an item of similar size out of their home. Otherwise you can spam them with presents in the mail, but it's pretty random whether and where they will place it. The worst is trying to get specific about items they place on top of other items. You can't request those, so you just have to send mail and hope for the best, or wait for them to request a replacement. Walls and carpets are out
As for getting items from them, I have found my villagers have pretty deep pockets. Weeks after replacing an item in their home, they will suddenly offer it to me. I don't know where they were hiding it, but I'm always happy to take it. So even if you don't immediately get an item you wanted, keep talking to them and doing them favors.
They'll occasionally ask you to get them an item to swap out for their own item, usually of the same size. If you go round their house and keep on talking, they'll offer to sell you an item of your choosing in their house, as long as it's not on top of anything or has anything on top of it.
There are a few items they "can't let go of" but if you bond enough with them they'll offer to give you pretty much anything.
