Villager frequency on Nook Miles Ticket Islands?

I have some villagers I would like to boot out, and I would also like to grow my island's population. But, I can't seem to find any villagers on mystery islands i'm going to. Is there a certain frequency villagers appear on islands?

You need a plot open to find villagers in the islands!

The villagers that appear on the islands are completely random.
this forum goes into more detail about how the RNG works for villagers on islands.

Plus you need to make sure there's not 10 villagers living on your island and that you have an open plot (I kind of misread the title....LOL)
