Villager Confusion

Hi! Okay this May be a dumb question but I’m very lost. So I know you can get 10 villagers. My issue is that I have 8 and can’t find out how to get all 10. I’m at a 4 star rating which I thought would let me get them. I invited all of mine from islands and 1 from the campsite. When I visit islands, no villagers show up. I have one visiting in the campsite but it won’t let me invite it to stay.

You have to have an open plot in order to get new villagers, so you just need to go to tom nook and ask to place a plot down and then it will be open for you to get new villagers from campsites or mystery islands

I don’t have the option to. I only have bridges and inclines and moving things around as options in the infrastructure section
