Mint and Velma said that to my game before, and the dates they said the birthday line were far from their birthdays. I think it's just a snooty villager dialogue.

Yeah, I tried playing on my villager's birthday, and it didn't work, they didn't say anything about doing anything for their birthdays. I think it's just coincidence personally, given you have day changes by sitting at your desk, not full 24-hour periods like in New Leaf and the others.
