Looks like he's wearing a waistcoat (which is a Gracie item) and a grandpa hat.
The pants are probably black formal pants and I don't think I recognize the shoes.
This site has a list of all the shoes in the game here (it's a pretty short list), so you can probably pick out whatever looks best to you.
