Using the same cartridge on different systems.

There have been a few questions about using multiple cartridges on the same system but what about using the same cartridge on different systems? Would the save file remain intact still? In my experience, I have a 3ds that I always use to play Animal Crossing. There, it shows the entire town that has been created. On my sister's 2ds, the game opens up as if it was brand new.

Note: My 3ds has the Welcome Amiibo update while my sister's 2ds does not.

Welcome Amiibo savedata is saved to the cartridge, the update only allows you to VIEW the contents of the savedata. Not having the content treats it as not having a save file, until you download the update.
