URGENT: Clothing Item I've Never Seen Before (Possibly Hacked?)

I was on Club Tortimer and came across an island where a mayor named Dream from a town called Trippy was seeding, the island hut was in the center of the island and the town hall was on the other side of the island. The more peculiar thing was that this mayor was wearing a strange hat that I cannot find in any catalog, powersaves, or hacking resource for ACNL. It wasn't simply a texture hack but a complete model reworking. I sent a snapchat to my friend of it but didn't save the picture of it myself, but the hood had the shape around the mayor's head of the bunny hood, except it was black and instead of bunny ears had red horns like the basic boy's hat. I asked him how to get it but he simply walked away and wouldn't answer me. Has anyone come across this neat hat before and does anyone know how to obtain it? It wasn't a graphical glitch since his TPC showed him wearing the same hat. Is this some kind of advanced hacking method he used to obtain this possibly beta/custom clothing item?

There is also an option to make a horned hat in the Able's shop with a custom design.
