She said the bags are free. Its like a giveaway bag you can get if you enter her town. She needs the visits for a train station upgrade or badges, im assuming. You can get one per visit and a maximum of three visits. XP

They're completely free hon'! But not all of the bags contain hair-bow wigs! I hope that you get one though! c:
