Trading Two questions for a newbie

My sister and I are having a debate maybe some kind soul can help solve this.

If a villager is at a campsite and you asked him to move in do they take somebody randomly or do you get to choose?

Same question if somebody is in boxes on another island?

with campsite villagers they will pick someone random
and with villagers in boxes, you can only invite them if you've got an open plot ☆
