I have came upon a trick to have someone move out of your town. It's a bit tricky, but still feasible although, again chance plays a part.
To be frank, there is only a few animals I wouldn't mind to let them go at any given time and it can be quite tricky to have the right one asking to leave. But I realized that more than often, the first animal I was encountering when I first logged in, usually "pinged" me and there were a lot of chances they would be telling me they were about to move if someone isn't moving already. My immediate neighbours (Sylvia, Kitty, Lopez) are often the ones that are asking the most to move because it's usually them that I see first when logging in for the day.
So my advice is : when you first log in (I play daily, I do not time travel) you have to make sure that the first animal to see you is the one that you want to get rid of. It's tricky because you don't have a free camera in Animal Crossing so you cannot take a 3D look around. The animal in question for example, might be in its house so then again, better luck next time. And then, there is also a chance that even though you see the correct animal first, it won't "ping" you. But alas, this is what I came upon from playing this game everyday since last june.
