I have came upon a trick to have someone move out of your town. It's a bit tricky, but still feasible although, again chance plays a part.

To be frank, there is only a few animals I wouldn't mind to let them go at any given time and it can be quite tricky to have the right one asking to leave. But I realized that more than often, the first animal I was encountering when I first logged in, usually "pinged" me and there were a lot of chances they would be telling me they were about to move if someone isn't moving already. My immediate neighbours (Sylvia, Kitty, Lopez) are often the ones that are asking the most to move because it's usually them that I see first when logging in for the day.

So my advice is : when you first log in (I play daily, I do not time travel) you have to make sure that the first animal to see you is the one that you want to get rid of. It's tricky because you don't have a free camera in Animal Crossing so you cannot take a 3D look around. The animal in question for example, might be in its house so then again, better luck next time. And then, there is also a chance that even though you see the correct animal first, it won't "ping" you. But alas, this is what I came upon from playing this game everyday since last june.

this seems true! i observed the same thing!

i have had 2 or 3 villagers move out so far and i believe all of them were the first ones that i saw after resuming the game on a new day.
 
I'm pretty sure the day before the villager is going to ask about moving the game decides who will be trying. But on the first day they are trying to move they will always be outside and will ping the first time they see you if you do a quick lap of the village. (but if the first thing you do is go shopping / start doing tasks for other villagers then they may end up the 2nd to ping) ~ this is also providing you spoke to that villager in the past 7 days too.

Yeah, I usually run the opposite direction whenever I see the villager I don't want to ping me. Most times the villagers will be nearby their houses which makes it easier for me to target them.
 
This only works if that villager is the one who is moving out though. Also what if the one that is moving out isn't in the main part of the town? Someone else will want to talk to you instead.
 
It's not like that villager will decide to move out, only because it's the first villager that spots you that day. If someone wants to move out they will notify you when they see you, regardless of what you've been done prior to meeting them. When you say NO (and they decide to stay) the move out sequence will wait 5 days before another villager will ping you to mention he/she is moving out.

How I know this? 5 days ago a villager mentioned moving out on the 7th. I said no. Today (the 8th) a different villager mentioned moving out on the 13th, which is 5 days from now. I said no again so in 5 days I expect the next one to mention moving out. Hope it's the right villager this time.

And if you say no to a villager moving someone can ask the next day. It's just very rare that actually happens. (I've had it about 4 times cycling 3 years.)
In my cycle town it seems to follow a pattern of
Day 1: tell 1 villager to stay
Day 2: no one tries to move
Day 3: a different villager tries to move (tell them to stay)
Day 4: no one again
Day 5: someone else tries to move
Days 6-9: no one
Day 10: another mover.
Days 11-14: no one
And then repeats.

But if I don't load the game on days 2 or 4 and skip ahead no one tries to move days 3/5

Yeah, this isn't a thing at all. The villager who is chosen to move is picked before you even come out your front door, it has nothing to do with whether they're the first to see you or not. Too many times I've had to hunt all over town for my fifth outdoor villager, and see them ping me and ask about moving.

As proof, you can reset the game without saving when someone asks to move, and the same villager will be trying to move when you load back up, regardless of what order your villagers saw you in.
 
I befriend all my villagers and they ask to move.. It seems to be every two weeks a villager is asking to move. Hippeux wasn't in my town long enough and asked to move already. =/
 
I try out this method for myself.

First villager I met today is Vic, but he inform me kiki is moving out.

I think the game randomly chooses the villager that wants to move every new day.
I wish there was a bulletproof way to move someone out, because I'm starting to go crazy because Kyle just wont budge. He pings me quite often when I first step out of my house but it's only to give me things or change his catchphrase etc. -.-
It feels like he is mocking me. xD

The above is wrong. When a villager comes to you and announces a date (which is 5 days from than) that he/she will move out, and you say no and they decide to stay, the move-out sequence will be moved 3 days ahead. Another villager will come to you and announce a date (again 5 days from than) that he/she will move out. Repeat saying no until the right villager pings you about moving out.

I've already had a villager telling me he was going to move out and I told him no. Then, on the very next day, another villager told me he was going to move out. I remember being very surprised as I was expecting a few days before someone would ask me to go...
 
This is not true for me.
I see the same villager every time I start my game and he always pings me and not once has he ever asked to move.
I have had him for 6 months!
I really think the game picks but that is just my experience.
