Town Flag?

My friend has a slyveon as her town flag, how can I change mine to that or just customize it?

Okay.

You can change your town flag by going to Isabelle at the front desk and selecting the option 'Change Town Flag'. You can only pick a design from your design pocket (the 2nd one). You can make your own flag or use the QR Code machine if you have that unlocked.

talk to isabelle and ask her to change you flag.
if you want to make your own flag go to the able sister's store, talk to sable, and you can make a pro design of a flag there as well!
