Town a Landfill?

Will my villagers move out without asking me first if my town status is a landfill?? Also, will that effect me getting the option for the train station PWP upgrade?

no, it shouldn't affect either of those things! villagers will always ask before moving (you just gotta talk to them regularly) and you get the train station PWP by having people visit your town.
