So a couple of days ago, Isabelle told me about Tortimer being at the docks. I just checked, and he isn't. Since isabelle told me, I've been TTing backl and forth. Could that have messed it up?

You have to talk to Tortimer the same day that Isabelle mentions him being at the dock. If you don't, he will be gone the next day.
You can get him to show up again by paying off your next home loan. The next day Isabelle will tell you that he's at the dock again, and you can go talk to him that day.
If you keep missing him, each time you pay off a loan, he should come back. But I don't know what happens if your house is fully expanded.
