I'd say any of the 7-11 items. That or they're the most sought-after items.

The crowns can be bought in the Able Sisters' shop. They're expensive, but not rare.
I would have to agree with the 7-11 set. Also, the zodiac bobbleheads since you're only supposed to get one a year. Collecting them all the honest way would take twelve years. LOL

that would take a ton of dedication though since you'd be risking losing villagers lol

i didnt list down the 711 set bcoz i easily got a set from a kind user here and i saw many people selling them as well.

I'm guessing they mean fertiliser. I've never heard of hybrid seed bags before....
They exist (-: You can get them in letters I believe? But they definitely exist.
For me, both the sloppy and cardboard full sets are probably one of the hardest things to get without cheating.
Followed by unorderables from Korea and Japan.
I've just googled it and you are totally right! It appears you can get them from Leif but it's a bit confusing. Thank you!

I can confirm these exist, I have all of them. You can get them rarely from Leif during weeding day or when your town has too many weeds and he shows up. Having a cycle town gives you more chance to get them.
Rarest item for me, a few gyroids I'm missing from my otherwise complete catalogue which I just can't seem to find.

Excluding unorderable DLC, which is obtained by being at the right place at the right time, here are what I think are the hardest items to get:
1. Ski-set items: You have to build a bunch of snowmen and complete a bingo card just to get one item, so completing the set without buying it from someone else takes a lot of effort.
2. Museum Art: Getting a painting or statue in general is not that hard to do, but if you are looking for a specific one, it can take forever to find.
3. Sloppy / Cardboard set items: These are not just rare, they are really, really rare. I do a lot of TTing and can't find them very often. If you don't TT, you'll never get the entire sets without buying them from someone else.
4. Island items: You have to earn medals to buy them and there are some which are really rare. Going back and forth to and from Club Tortimer gets very tedious.
5. Scorpion / Tarantula: These are tough to find and then there is a lot that can go wrong once you find them. They can bite / sting you, run away, or run into the river or off a cliff.
