Tips on Getting Villager Pictures??

In Wild world it was SO Simple.. just send 24 letters, and wait for 15 minutes, and get the picture
in this game it is so difficult? i have the good and great samaritan badges showing i always do tasks for villagers yet still don't have their pictures

I'm mainly focusing on getting Timbra's.. i talk to her everyday and send letters
I gave her a foreign perfect fruit when she just wanted fruit
I gave her a golden stag when she just wanted any stag
I did the petition for her

Is there any other tips, thanks

I have 4 villager pics and have gotten them by mailing a few letters with nice furniture attached and doing whatever quests they want daily

Wow, getting villagers pictures sounds costly! I'd rather have the 12k bells than give a golden stag to one of my villagers. Though, they are getting more friendly toward me, so maybe I'm getting close to getting a few pictures of my own?
