the 5 star rating, please help :)

On my island I've been trying so hard to get the 5 star rating and at some point I guess I had it because a jacobs ladder grow but now I'm not sure how to get it back because no matter what I do Isabelle keeps telling me that there is a teeny problem of too many items laying around but I've picked up all the items off the ground and she keeps saying that, do items on tables count? I'm so confused I just want the flowers but I'm stuck with the 4 star rating.

OH OMG TYSM, does it count as each individual item in the grouped? like 30 soft wood counts as 30 items?

I would expect this to count as 1, not 100% sure but fairly confident.

It could also be if you've dropped some turnips? Or fruit or shells as decoration?
