The 16 cycle question

I had a villager leave a long time ago and many have left since, I never wrote down in what order but am wondering once they appear on your Main Street does that mean 16 after that because it just doesn't make sense that she just showed up there when I have had so many go from that town... How exactly does that work with being able to tell and the Main Street? This may have been asked a lot before if so am sorry but couldn't find it recently asked.

Once they stop appearing on Main Street, that means they're already free from the 16 villager cycle~ ...or so that's what I've been told.. eheh....
