Okay, so Tangy had told me she was moving on the 17th. So I time traveled to the 16th and she's just walking around and I talked to her, then she said "I should be packing but it makes me kinda sad..." and the options were "Stay then!" or "Good luck!". I picked "Good Luck!" and she said something like "Okay thanks!" and that was it. I time traveled in the same day, but to 5pm and she's in her house and nothing is packed. I talk to her and she mentions nothing about moving >.< . What happened?

Generally her moving on the 17th means she'll be packed up on the 17th.

Only in some cases will she be packing on the 16th. It's good to check, though!
Because she's not on my dreamie list x) and she's my 10th villager, so she's gotta go unfortunately .

Actually, Beau was supposed to move in my town, and I even gave the "Leave" option. I arranged for someone to get him, but he never actually moved.
I also had Bam move out of my town, and a few days went by and I guess a Street-passed my friend from work, because Bam moved into his town on his own accord and it was my town's Bam.
