A friend and I both play ACNL. We don't live in the same city, but occasionally see each other in person. When we do, we streetpass and appear in each other's showcase. Now with National streetpassing weekend being on, we are heading to our local Home Depot's. Each time we pick up miis. Each time I also pick up 10-20 showcase homes. My friend gets none. Since we streetpass when we visit one another I assume her unit is set up properly. Why is she only able to collect miis and no showcase homes at Home Depot?

Just because you get miis, doesn't mean that person has Animal Crossing. Her problem probably is the people she is street-passing either
A. Don't have Animal Crossing: New Leaf to begin with, thus they can't streetpass each other for this game.
OR
B. They haven't set up their AC to use street pass.

That's a possibility. However i hardly ever get a streetpass except during national streetpassing weekend when i visit Home Depot. It would be odd that every time I pass through the store (pretending to by fascinated by insulation or plumbing) I can get 10 to 20 showcase homes and she gets 0 every time. This happened on the last national streetpassing weekend too. I feel as though there is some odd detail we are missing.
I am going to head up there again shortly. I need zip ties for my outdoor lights - that will give me an excuse to lurk this time.

I should add the streetpassing is being done over their wifi during this event and it is set so that you can streetpass people in other regions and countries. So, it is pulling in a wide variety of players. From June until the end of October, I streetpassed and got about 6 showcase homes. Between the national streetpassing event at the end of October and the first two days of this one I got my bronze streetpassing badge for my new town.

My friend did streetpass with another individual who was with her in the store and got a showcase from them so streetpassing is on. Her wifi is working or she would not be getting miis I think. At the rate I am picking up showcases in the store the odds are against bad luck in who she is passing.
