Nintendo have a solution to low amounts of streetpassing outside of Japan.

I am guessing they want this done before Pokemon and it's PSS thing they announced comes out.

I wish I knew where wifi hot spots actually were around here. I'd put my 3DS in my zip up pants pockets and take it with me if I were going to pass it.
