I have Merengue in my cycle town and Freya in my main town...
But both towns are full and I don't TT in my main and my cycle town is waiting for someone to pick up a reserve. =/

If you don't get an reasonable villager trades and end up giving him away, I am happy to hold my Freya in my main town when she does give a move date for your sister.
But I don't TT in it... so it maybe awhile, but I would at least have a heads up on a move date when she goes.
