I've seen many posts of it closed. It's unfair to bidders, it's like accepting PM bids. It's stated that it is not allowed, therefor it should be reported when seen.

No it's unfair to those trying to bid because then they have to go out of their way to go see what the HB is. It's okay to crossover on sales/trades but not auctions
