I do believe this is true, even though I see people frequently doing it. I myself cross-list, but only giveaways of low-tier villagers I don't want to void.

They word it more like a recommendation than a rule by saying "should" rather than prohibited or something else definite: "Auctions posted on The Bell Tree should not also be made on another site. Not only does this waste the bidders' time, they should not be required to check another site for bidding purposes."

I'm pretty sure no one would have a problem with that (at least people on here, never dealt with gamefaqs). I wouldn't get worked up about it, and I highly doubt you intended on breaking any rules.
