Steam won't initiate transaction. help!

Can anyone help I'm trying to pay for a game so it starts downloading but it keeps saying it can't initiate the transaction,this has been going on for 3 days straight any suggestions on what I can do? (I'm paying with steam wallet)

Did you pay for the game already or is it still in your cart?

A simple fix is:
"-Exit Steam, then go to the location that Steam is installed to. By default this is C:\Program Files\Steam directory (this is the default with a Steam installation - if you set a different installation directory, you will need to browse to it).
-Delete all of the files except for:
Steam.exe
And the folder \SteamApps\
-Restart your computer and test the issue."

You can buy games from the browser! I HIGHLY recommend you do that! It doesn't require you to have steam installed! That's how i do my trading offline! ^^
