So, I've had Sprinkle since the start of my town, and never really grew a liking to her, and would like her out. She's pinged me three times so far, and each time, I've said "See ya!", but she won't leave. Her response is always "Wow, I expected more out of you CheyLily. On second thought, I'm staying until I win you over!".

No idea what to do - the third time she pinged was about 5 minutes ago, same dialogue and everything. Take note I never talk to her, so the befriending ladder shouldn't be advancing. Any advice?
 
If you haven't saved, turn off your game and get her to ping you again. Do this until she decides to leave. ^^ Even if you have saved, this should help you next time.

You gotta manipulate some moves. In my original town of Applewin, I found former villager Simon try to pull that. It was either on my Mayor Jill or one of the secondary humans (Nick or Kathy). I stopped the game without saving. Then I started again with Simon not pulling off that stunt.

It's redundant, yes, but doing saves fairly frequently while playing the game (even while not hosting any visitors) is a good way to handle this. That way, if you do some stuff before a moving villager informs he/she will be leaving, you will have saved the other progress made prior to that villager, perhaps, trying to pull off that twisted stunt ("we'll become better friends" or however the wording).
 
If a villager tells me they're moving and I want them gone, I tend to quit without saving and then TT to the day they're in boxes, to be sure. If you don't want to TT, you can also quit without saving and then ignore that villager when they ping you. They'll still move, anyway, even if they never got the chance to talk to you about it.
