Spotpass blue dot sighted

This morning I noticed a blue dot on my New Leaf icon. That has shown up when Pete delivered the white festive tree. I think that also appeared when Japan had an event item we didn't get like the sandbox. I didn't get anything special, did anyone else?

I get it whenever I have an update for my system.
I wondered why I kept getting it with no update, but HHoney's reply explains it!
