I think you have to craft what he wants each day for him to consider finally moving in. The process takes about 3 days (invite him via scan for 3 days), on your third day build a plot. I'm on my last day for an amiibo scan and haven't gone through it myself but this is what I've read~!

Yep!! You can use a dodo code, select "the more the merrier" (for people not on your switch friend list) and then he'll give you a code to send out.
